The Synchrotron Radiation Center of the University of Wisconsin-Madison, in collaboration with a group from MIT, have developed a design concept for a VUV/Soft X-ray Free Electron Laser Facility based on superconducting RF technology and high harmonic generation seeding.  In context of the existing SRF, the rationale for WiFEL will be discussed.  The overall design, science case, and plans for R&D will be presented.
